 TRADE NOTICE NO. 26 /2006-07

   Sub: Mandatory e-payment of Central Excise and Service Tax by Large Tax Payers: Interim accounting arrangement for e-Payment collection-reg.

                        Attention of the trade is invited to this office Trade Notice no. 14/2006-07 dated 22.11.06 whereby a list of 20 Public Sector Banks offering e-Payment solution was circulated. These banks are allowed to accept e-Payments for all Central Excise and Service Tax Commissionerates without the restriction of Commissionerate-wise authorization. The Controller General of Accounts has since approved UCO Bank also for collection of indirect taxes through electronic mode. The following interim accounting arrangement for e-payments shall be followed by UCO Bank till Electronic Accounting Solution for receipts(EASer) prepared by the CBEC is approved and stabilized:-

2. The bank will accept e-payments for all Central Excise and Service Tax Commissionerates without the restriction of Commissionerate-wise authorization. However, for physical collection of CBEC revenue, UCO Bank will follow the existing restriction of Comissionerates.

2. For all authorised Commissionerates, UCO Bank’s existing Focal Point Branches(FPB) will collate all physical payments and e-payments for preparing the scroll. These FPBs will act as receiving branch and FPB for e-payment collections. The scrolling will be Commissionerate- wise and Major Head- wise.

3. Collection through e-Payment mode for other Commissionerates that are not covered for physical collection will be collated at a branch in Delhi for scrolling(such CBS branch will be identified by UCO Bank in consultation with Central Board of Excise and Customs and under advice to the Reserve Bank of India). The Branch so indentified will prepare hard copies of Challan. The distribution and usage of stamped and receipted Challan will be as follows:-

                  as per the existing procedure (Commissionerate-wise and Major Head-wise).

                6. The mailing address of concerned Commissionerates against each

                Commissionerate Code and mailing address of Pay and Accounts Offices against each

               Commissionerate Code will be provided to the bank to enable correct distribution of\

               stamped and receipted Challans as above.

               7. An online acknowledgement will also be given.

               The above proposed pocedure will allow revenue reconciliation and bank reconciliation

              without any deviation from the existing procedure till the Electronic Accounting

              Solution is put in place and stabilized.

              All trade associations are requested to give wide publicity to the contents of this

              Trade Notice amongst their members/constituents.
